I went through the middle lane when the sign clearly stated that vehicles may not drive down that lane (see GSV attached). Of course I received a PCN. However, there was no visible signage stating that an ANPR camera was operating there. Is this enough to dispute the PCN? If so how should I go about it.

There is no legal requirement for camera signs. You must assume in large cities, and especially London, that all junctions with specific lane instructions are covered by cameras. Just to give you an idea of why this is so, you should be aware that parking and traffic penalties gives a revenue to London councils, and Transport for London of well over £600 million a year. It's money for old rope for them, basically.
