East Lindsey District Council ELDC) PCN code 83 Parked in a car park without displaying a valid pay & display ticket or voucher or parking clock

I parked the car on the Station road car park at approximately 11am displayed the permit which is issued at the Leisure centre for free parking the permit has to be renewed monthly. When I exited the centre approx 11.45  there was a PCN on the car. unfortunately I had forgotten to obtain an April permit.

I have been a member of the centre since it opened in July 2024 in November I took out an annual membership. I do not pay for the permit it is given freely to allow members to park for two hours when visiting the centre

As I would not pay to park but forgot to renew my permit it is a very expensive lesson I have not received a PCN for this reason previously so I am hoping that I could ask for leniency (I do have PCN code 40 with LCC ongoing) Hoping they don't come in threes!

So, what are you asking of us ? Reading your narrative, it seems clear the contravention occurred due to you not displaying a permit for April. I see, though, that there is a photo of a permit for April, which I assume you obtained following service of the PCN.

Did you display the permit for March, as the PCN is for 5th April, not too many days into April ? If so, I would submit informal representations asking for them to cancel the PCN on the basis of goodwill, you having been attending the leisure centre since JUly 2024, and took out a years subscription in November, but on this ocasion, it being early April, you had missed it now being April and had forgotten to take out a monthly permit. Include a copy of your March and April permits.

As far as I can see the PCN looks OK, but to be sure we need to see all sides of it.

Thank you for your reply.  I had the March permit displayed on 5 April. I shall ask for goodwill cancellation
