Hi
I got a PCN citing my vehicle was parked over the footpath at Greenford, while I was entering the buildings underground pakring from the main road and pavement or access door barrier was not opening up, so i pulled up inside the main barrier off side to pavement and road, and got to reception for resolving this issue with access card not working at the parking entry point, while it was resolved by reception thru their system, I got bak to my car and saw this PCN sticked to windscreen, although the car was actually kept over the barrier side of building parking not the pavement or road.

Suggest me better options to challenge this plz.

There are plenty of cases won where people have had to access off-street parking and had problems with gates.
This is because there is an exemption:
A vehicle waiting while a gate or barrier is opened/closed to allow access or departure to/from premises
Do you have your challenge? The rejection is not good enough if you said what you were doing.
So I would go on with this and I'm sure others will agree.
Are you the registered keeper and is the V5C logbook address correct.

Hi
I have no idea how to proceed now after receving this decline response from council.
Whats the next step for myself, yes V5C is updated and i am only a driver, registered keeper is a company firm.

You challenged the PCN as the driver.
As the letter of rejection you were sent explains the next step if the PCN remains unpaid is that a Notice to Owner will be sent to the registered keeper and then it is up to them alone to decide to fight or pay up.
You have no legal standing unless the company give you a signed authority letter.
As to the contravention itself whilst waiting on the carriageway whilst you open a gate could lead to a cancellation I am less confident that doing so whilst on the footway will be a convincing argument. Footpaths generally are to be avoided except where parking bays are painted out.

I think waiting to gain access to off-street premises is a strong ground and there are allowed appeals.
OP - who is the registered keeper - is it a lease company or your own company. Either way if you want to go on with this you'll have to arrange to deal with the NTO in advance with them according to their responsibility.
