Is this a strong enough argument to get out of a fine?

Subject: Appeal Against Parking Fine - [Ticket Number]

Dear ___,

I am writing to formally appeal the £50 parking fine issued to me on 11/03/25 for my vehicle, registration ___, at ___ (___).

On that day, I attempted to pay for one hour of parking at 11:00 AM using the PayByPhone app for £1.10. However, due to a technical issue, the payment process took longer than expected. Believing the payment had gone through, I put my phone away. When I later checked, I saw a message stating that the transaction had taken too long and I needed to try again. By that point, 20 minutes had passed.

As soon as I realised the issue, I returned to my car at 11:37 AM (well within the hour I had intended to pay for), only to find that I had received a ticket at 11:32 AM, just five minutes earlier.

I believe this fine is unfair, as I made a genuine attempt to pay for parking and was unaware that the transaction had failed. Additionally, a £50 fine for what was effectively 37 minutes of parking seems disproportionate. I would, of course, be happy to pay the £1.10 parking fee. Given the circumstances, I kindly request that the fine be reconsidered and cancelled.
