Hello!

Some family member recently visited and got lost on their way to my place; they entered a road which is limited to pedestrians during certain hours on certain days (except permit holders).

They received the below PCN:

And I was able to confirm that they were indeed on a road they shouldn't have a that time, as I could see on this sign on street view:

It seems that the offence itself happened and my relative just didn't notice. However, what I'm wondering about (but I'm confused by seemingly contradictory information I find online) is that PCN was issued well over 28 days late (24.10 issued, received through letterbox on 28.10 for an offence on 13.09). Is that something they can challenge on that basis?

They have 28 days to issue a PCN from contravention date, so this looks way over, but is the car leased ? If so, the first PCN goes to the lease company, who can pass on details of the lessee, and get the PCN cancelled. The council then have another 28 days to issue a second PCN.

Thanks! Confirming the car is leased. It's a company car (the company is a Ltd company owned by my relative), so the PCN was sent to 'xxx LTD' if that matters.

Agreed re. the signs and the offence, I think except if they can use the 28 days technicality, they are out of luck. In this case, would you recommend they write to the council to check whether they first reached out to the leasing company?

I see, thank you. That is correct the PCN is in the name of the lessee (i.e. the LTD).

I guess their only option would be to check with the lease company when that acceptance letter was received, but not sure they will be willing to do this instead of paying the discounted rate.
