I have received the above PCN. I did not see the signs, despite being in a van the signs are located above the normal sight line. I usually have an eye for these signs as I drive 40k per annum and I'm used to these revenue generators!

Searching the forum I see that a 52J was successfully appealed in Croydon on the basis that the PCN did not accurately describe the prohibition.  "The Council’s evidence is that there is a signed prohibition on motor vehicles with an exception for buses, taxis and permit holders. This is not, however, clear on the face of the PCN which states simply that the vehicle failed to comply with a prohibition on certain types of vehicle."

Could anyone advise if this is likely to be successful in Hampshire?

Signs look clear - not sure how you missed them.

It's a different adjudicators, the Traffic Penalty Tribunal, and we cannot look at their statutory register online, so cannot advise one way or the other. However, I think the TPT tend to concentrate on the contravention, and you'd struggle to convince an adjudicator that the signs were not clear.

The signs do look obvious in that clip. however me and at least 11500 people have made the same mistake.

The context is that this road is for Winchester Rail Station drop off. At the entrance to the road there is a small no through road sign with except buses and taxis written underneath. There is a small drop off bay and then 50 metres on are the signs, the correct way out would be to do a U turn around the mini roundabout and go out the way you came.

I am not local to this area and google maps said to go the way I went. The signs are located around 7 - 8 feet high.

I found an FOI request asking how many unauthorised vehicles had been found to be using this road incorrectly, from April 2024 to February 2025, 11550 unauthorised vehicles were caught, so I am not alone in having myopia.

Not so much myopia, but relying on satnav or Google, and not being familiar with "Flying Motorbike" signs. These are the most common causes of missing these signs.  Satnavs are never up-to-date.
