I would make reps saying:
At the time of arrival at xxxam the bay markings were entirely covered in snow and the driver did their best to park legally by aligning the car near the posts seen in your pictures to the front of the car.
In my informal challenge I did draw your attention to snow locally on 6 January:
'Snow closes school while others delay start due to bad weather'
By the time your CEO issued the PCN much of the snow had melted and it shows my car was well outside the bay markings - if the markings had been visible I assure you the driver would have been much better at parking!
I trust you will cancel this PCN given the circumstances and your policy on snow covering signs and markings.
