Contravention Code 27 Redbridge

Posting for my Mother in Law
Long story short; parking in the road is terrible. As a Disabled driver she cannot park outside her house as there are numerous drop kerbs on the street which no-one uses and parks on the street. She parked over a drop kerb of a neighbour's property whom she knows well and has permission to do so. The property in question is empty and waiting to be let out. The neighbour who owns the property did not report the car parked there but the managing agent did. Am I correct in saying it has to be the owner/tenant reporting the contravention? Thanks in advance

This will require a letter from the property owner saying MiL had permission and the managing agent acted without authority.

It's not much of a contravention - why would an agent call the feds out for this?

The agent lives in the same street and is a bit of an ****hole. He parks outside my MiL house so she struggles for a space. Everyone in the road have drop kerbs but insist on parking on the street. We have spoken to the council about having a bay outside MiL house but it's a sloooow process

After speaking to Redbridge council they state that only the homeowner/tenant can report a blocked drive incident although not stated isn't on their website. Is this grounds for representations in the respect they should not have sent the CEO to the location in the first place?

If you can get the owner to sign a statement as I suggested I think this will see it off - without this I can see Redbridge rejecting.

Let me get this straight. You M-i-L is disabled. The person who manages another property parks outside your M-i-Ls house, forcing her to find somewhere else to park and then the person who has caused the problem dobs her in when she struggles to park elsewhere as HE (I presume) has forced her out? That's despicable and probably discriminatory.
