I received a PCN on the bank holiday of Monday 26th August 2024 in the borough of Newham with the contravention code 01. I was not parked on a single or double yellow line and the signage allows for 5 minutes (please see picture of signage). As I did not see the physical PCN, I do not know how long the vehicle was observed.
Having looked on the newham website, this does not fall into any of the categories outlined where parking restrictions still apply on the bank holiday.

Looking on the photographic evidence, you can clearly see it was not stuck to the windscreen properly (please see comments for the evidence). So either the wind blew it or someone intentionally removed this before I returned to the vehicle. Im not sure if this helps but the CEO did not upload a picture of the signage either.
Can anyone help me draft the appeal or advise how to word the appeal?
