Code 12r PCN Haringey

My resident's permit expired on 12/07/2023 and unfortunately I missed the email remainder from Haringey and forgot to renew it. On 12/9/23 I received a PCN for code 12r. I immediately renewed my resident's permit and made informal representations stating that this was the first time that I had forgotten to renew the permit and had previously not been issued PCNs in similar circumstances. However Haringey have rejected my informal representations (letter attached). Is it worth waiting for the NTO and appealing again and if so on what grounds? In the letter they say "Your permit was not acceptable because it had expired." so I was wondering why the PCN wasn't issued under code 19. The do sympathise which is nice  ::)  but have not cancelled the PCN.

I'd say wait for the notice to owner and we'll help draft something for you. You might want to redact your postal address from the rejection letter.

Also please post up a copy of your informal representation.

The informal representation was simply :Unfortunately the reminder email for my residents permit went into my email spam folder. I therefore forgot to renew my residents permit. This is the first time I have forgotten to renew a permit. I have now renewed my permit online for this vehicle and it is valid from today (12/9/23).:

How can I edit an old post to redact the address? There doesn't seem to be an option to do that.

You should see a button marked 'Modify' top r-h corner of your post.

After a while (a week?) the 'Modify' and 'Delete' options disappear. If this has happened to your post, messaghe CP8759 direct (see his post above - Reply#2) by clicking on his name.

Will they reissue the discount at NTO stage? Mrmustard has already told me it's a tricky one without the original PCN as the contravention occurred and the only defence would be on technical grounds.

The NTO must, by law, demand the full amount. However as long as you make a reasonable challenge within 14 days of the date of issue, virtually all council reoffer the discount if they reject the representations, so you can normally expect a further 14 days from the date of service of the notice of rejection to pay the discounted penalty.
