Hello,

My nan is a blue badge holder and received a PCN for parking on a single yellow line in Westminster. She assumed that a single yellow was okay in all boroughs like where her own. Can you please offer any advice if there is potential for appeal on technical grounds etc.

Four London boroughs have special schemes for blue badge holders:

Westminster
Kensington and Chelsea
Camden (part of)
City of London

In Westminster you cannot park on any single yellow (in operational time) or double yellow with a blue badge and even with their white badge resident/charity scheme.

Also, all boroughs may have varying conditions about parking in permit bays.

What was she doing? Westminster does sometimes use discretion for a first time BB mishap.

This is her first DD PCN in Westminster. She was going to a prayer congregation and was running late. She actually thought she was in Camden as she parks in a particular area there where it is allowed. I'll help her a draft a letter pleading for discretion. Thanks.

If near to Camden border include the point that she didn't mean to stray just into Westminster from Camden for this religious meeting.
