I live in residents permit parking. Been member since start 2011 . I apply each year and get permits always two weeks befor end of previous permit and put in window straight away even though permit start date is in advance.  got PCN friday morning 6/10/23 permit valid from 9/10 previous one run out 8/10 with code 30 parked longer than permitted (10 mins for non residents). On application was informed could now get e permit so didnt need pass in window but opted for old school paper permit. Question : is contravention code wrong so makes invalid? shouldnt it be code 16 parked in a permit space without showing valid permit? or 19 residents permit invalid permit?.  Surely record would show I was already a permit holder previously? I assume that attendants have tech that allows them to look up number plate? Please advise

So let's get this right.
You had a perfectly good permit valid until the 8th. YOur new permit commencing on the 9th arrived on the 6th , and instead of replacing it in the car when the old one ran out, you put it in the car, and threw the old one away. So do the paper permits have a start date on them ?  Also, I presume this swap-over practice has been going on for a long time, since 2011 ?

So have you submitted representations yet ? If not, I suggest you submit reps based on the fact you have always swapped over the permits as soon as the new one arrives to avoid forgetting about it. Point out you have been a resident since 2011, and have never before received a PCN for swapping the permits immediately.  Post up their inevitable rejection when you get it. I you could post up the actual permit, it would help. Redact the reg number if you want, but it's not important.

old permit valid until 8th new one from 9th oct put in car when received about 25th sept as per usual practice when getting new permit .  have done since 2011 no issues .  can you see the pics have uploaded with new permit ? PCN issued on 6th . Been told many times by attendants residents get two months grace in getting new permits issued so why not few days grace other way??? Didnt throw old pass away i keep them all as in pic since 2011 .

OK, so you have the old permit ending 8th October.  So I suggest you submit reps explaining what you have done regularly for over 11 years as a resident without ever receiving a PCN, and enclose copies of both permits and ask that the PCN be cancelled. I would also ask then what one should do where the period of parking starts towards the end of a permit and runs into the next one, so that you can avoid getting any future PCNs.
