Hello all,
Changed car last month with a huge loss (thanks to ulez). Was waiting for log book, been busy with work and completely slipped my mind to apply for parking permit.

Some background: Permit is for school street where you can't enter/exit between 1400-15.30. I've been living on that street for 6 years.

Received 2 pcn's today, another 9 to follow. Spoke to permit company (mipermit) and they said they can't do anything about it.
However, pcn is from council.

Do I actually have to pay 11 tickets at £65 each (within 14 days or else £130) or is there anything I could do? Not really in a position to pay £715 in parking fines!!!

Please advise.

Well, yes, is the answer unless you can persuade them to ive way a bit on what is clearly a very harsh penalty.

One aspect which you can follow up, is to compare the dates on each PCN with the date you received the first one that alerted you to the problem. PCNs dated after the first one and which are also dated before the date you received the first one, can be appealed on the basis that you didn't know about the contravention until the first PCN arrived.

Also it will be best to submit a single representation covering the 11 PCNs, with a request for 10 out of the 11  to be cancelled. YOu need to emphasise you have lived on the restricted street for 6 years and hope the council can exercise their discretion for a well-established resident.

Finally wait a bit to see what the others say, but don't miss any deadlines on the PCNs.

Thank you for the tips. However, should I wait for all 11 PCN's to arrive as in that case I'd probably miss the 50% discount of paying at a reduced rate of £65.

Don't miss the deadline, but check the dates of the 9 you know about to see what their date is. any before the date you received the first one can be included within your representations. You'll probably have to contact the council to find out.
Basically, you created the problem, so if the council play hard-ball there's not much you can do about it. So you need to be contrite in your reps.


Post all sides of all pages of one of the PCNs (redact your postal address only), also post a table showing the date of issue and date of contravention for each PCN. At the moment we don't even know where this is.

It's a good thing you don't have any parking fines then, on top of the moving traffic ones you've got that would be a real bummer.

No luck with council, they asked me to send an email to traffic & parking control which I did but haven't had a reply yet.

I've appealed for all of them just to be on the safe side. Spoke to council who couldn't help but gave an email address, probably the dept. that manages these. I've emailed them too but haven't had a reply from anyone yet.

Unfortunately I had to as i didn't want to miss out on the 14 day cooldown period. This is what I wrote:


Dear Sir/Madam,

I've been residing on the same street since Nov'18 (council tax ref:) & a valid S1 permit holder (attached). The permit is a free permit for people residing on the named road & I have been residing since Nov'18.
 
I had to change my car last month with a huge loss because my previous car wasn't ULEZ compliant. Was waiting for a log book, been a little bit caught up with work and completely slipped my mind to renew my parking permit for the new vehicle.

As you can see from the copies of the log book, both cars are registered at the same address under my name on the street where the contravention occurred. I live 4 houses away from where the camera is installed.

I’ve received 7 PCN's in total, Notice number:
HG60724173
HG60729563
HG60741999
HG60743371
HG60748003
HG60753080
HG60754855

Please understand that I had to take a loan to get this car and I'm not in a financial position to pay a combined total of £715 in parking fines.

Since I already had the permit but with a different car, this amounts to a "major keying error" that I didn't amend my vehicle details in time purely as I was waiting for log book & the system wouldn't allow me to proceed to next step in applying for permit without uploading copy of log book.

Based on the above, I sincerely apologize for what was a simple mistake however I request that you waive these PCN's off please. I have just amended the vehicle permit after receiving the first PCN.
