Hello,
I've got a traffic PCN from Cardiff Council and I'd like to appeal against it, not sure if I stand a chance though. In the 20 seconds video evidence provided by the Council, 3 drivers (including me) didn't notice the "left only" sign. It's obstructed by another sign for Techniquest and there is a priority narrowing in place just before that sign which makes it very difficult to notice. The main road following that junction is both ways and there is no bus lane towards the left where the sign is. Why only buses are allowed to turn left if there is no bus lane there?

There is a local FB group for Butetown and quite a few other people missed the sign as well.

The sign is a mandatory Turn Left sign, with a sign below in both Welsh and English that says, "except buses". So buses can turn left or right or cross the road and proceed straight ahead. All other vehicles must turn left

Their camera craftily doesn't show the large brown sign in front of it, and I think this is your best appeal option. However, to win you must be prepared to take them to the adjudicators because it is virtually certain the council will reject your representations, as they love the money so much.

If I'll ask the council to provide a daily/monthly report of how many drivers were issued with a traffic PCN for this particular junction, do they have the obligation to do that? It's a public institution so they should IMO.
