Good evening

I parked on Ernest Street, Birmingham CC on Saturday 14 September 2024.  The pay and display machine wasn't working.  I attempted to pay using the RingGo app, but I wasn't able to access it without deleting and reregistering my details.  It was failing to do this via 5G.  I was with my baby, and wanted to get to my destination, so headed to our lunch intending to complete the payment on arrival.  I obviously forgot, and when I remembered, paid straight away via the RingGo app that had since reregistered.  I actually paid for a longer period, to the next day, to try and overcome any potential charges.

A ticket wrapper was on my screen on arrival back to my car.  It was not stuck down, and was flapping in the wind.  The paper ticket had clearly blown away as a result.  I checked the road and around the car, but couldn't find the ticket.  The car behind me also had a ticket, so I looked at that.  Photos of everything attached.  I can't pay the ticket as I don't have a ticket number, but wonder if there are any loopholes since the adhesive sticker was not used, and the paper ticket flow away. 

Any help would be greatly appreciated.  Let me know if you need any further info.

You can ask them for the PCN number and then we can check details online.

If you can't get through and are the registered keeper you will be sent a notice to owner at which point the least you can do is ask for the discounted penalty owing to the PCN blowing away.

You shouldn't have looked at the other car's PCN.

Presuming the contravention is not paying you may be able to get it cancelled owing to timing or possibly issues with the app (but no idea what you mean by re-registering).

Thanks Stamfordman.  Tbh, since there was no ticket on my car, I was seeing if there was some sort of glitch and the ticket was contained on the other car.  But with hindsight, accept I should have left it. 

PCN is BM39874859.

I was reading Reg 10 of the The Civil Enforcement of Parking Contraventions (England) General Regulations 2007 and can see stipulations surrounding timing of service of PCN, but can't see anything about defective service (i.e. when ticket is not securely attached to a vehicle).  I wondered if this could be a ground to challenge? 

Regarding the RingGo app, when I logged in, it wouldn't let me use my account, and said I needed to delete it and register again.  I was unable to do this roadside.  Unfortunately I didn't take any screenshots as evidence. 

I think I may need to accept defeat and pay this one.  thoughts?

I would contact RingGo and see if you can get an explanation for the app issue. I've never had to delete it when using it.

Forgot that!  It is KN73 MVY.

What time did you finally pay? PCN time is 16:23.

The PCN is also for displaying a ticket or voucher but the CEO has helpfully taken a shot of the out of order machine. Not paying the parking charge would be an accurate contravention.

The PCN envelope looks loose because your wipers are set low so not so easy to attach it seems and the top may have blown open. But it seems it was served although we can't tell for sure.




Started at 16:48 unfortunately. So 20 mins after ticket issued.

Contact RingGo and see if they can tell you what happened with app.

While it is 20 mins later you don't have say when you arrived.

The contravention on the PCN is not avoidable with a broken machine and you are not expected to traipse around with a baby looking for a working machine.
