With the reinstated sign, plus the advance sign, any appeal argument is a lot weaker.
However our Hippocrates has a winning appeal process, unrelated to the contravention, in that at adjudication at London Tribunals, the appellant can demand the council, or TfL turn up to the adjudication, and many don't so you win by default, but I don't know whether this applies to TfL. Of course the full PCN penalty will be in play.
