Camden Contravention 21 PCN

All, I request advice for an ETA hearing on 24.08.23 in relation to the following matter:

1. PCN issued for contravention 21 in Camden Council on 21.01.23 at 0803
2. Vehicle was a temporary loan covering the date / time of the PCN
3. Following a series of representations, based primarily on vehicle not being owned and Council issuing PCN outside of their own stated policy times, the matter was escalated to Tribunal following rejections
4. Council has issued evidence pack containing loan hire agreement, correspondence with lease company and cancelled NTOs to garage and lease company
5. Only grounds for contesting seems to be procedural impropriety

You need to post up, from the evidence pack, the list of contents, the summary of why the Council think the appeal should be rejected, and the letters of cancellation to the garage and lease company.
