Bus stop PCN for 'stopping' when car didn't stop

Hi guys,

Family member received this PCN for 'stopping' at a Bus Stop. However, from the Council's own video clip, you can see that the car merely slowed down and was in fact picking the speed up again before the clip comes to an abrupt end.

Any advice on how to challenge this?

If not stopping is clear in their evidence then reps against the contravention of 'stopped on..' would be short, simple and obvious.

But the car did stop momentarily, it's quite clear. 

What makes you or the recipient of the PCN think otherwise?

No-one boarded or alighted and the stop lasted only 5 seconds. What's the story?

Just reviewed the clip again and you're right, the car did stop for about 5 or 6 seconds.

The driver cannot remember the reason for this.

I guess it's best to just pay while the discount is available?

Not so fast. Go to make a representation online - it is a palaver as you have to click and expand reasons not accepted; but, when you get to the actual page, take a screenshot and post it here in case there are problems with the grounds page.

Don't make a representation though until we see what the page says.

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.
