I drove to London from Devon to attend a club at Haggerston school. I arrived early 1650 so pulled over in a Residents or Shared Use parking bay in Dunloe Street opposite the school gates.
I was using my phone and google maps to find a local Tesco with a car park. It was during this time that a Civil Enforcement Officer walked up to the car and photographed it, at which time I drove off to Tesco. I received the PCN via post.
'12 Parked in a residents' or shared use parking place or zone without a valid virtual permit or clearly displaying a valid physical permit or voucher or pay and display ticket issued for that place where required, or without payment of the parking charge in Dunloe Street on 12/09/2024 at 16:59'
The PCN is being served by post because a Civil Enforcement Officer (CEO) CEO1057 observed the vehicle identified above at 16:59 and had begun to prepare a Penalty Charge Notice for service in accordance with regulation 9, but the vehicle was driven away from the place in which it was stationary before the civil enforcement officer had finished preparing the Penalty Charge Notice or had served it in accordance with regulation 9.
£130 penalty charge or £65 if paid within 14 days.
I have proof of the club I was attending in London and also receipt from the Tesco I visited.
Do I have grounds to contest this?
