Bus lane fine, notice of enforcement, what can I do?

A few days ago I received the attached notice of enforcement from CDER Group regarding a fine for driving in a bus lane. The contravention date was back in September, but I didn't receive any correspondence from the local Council regarding the fine, and therefore didn't have a chance to pay the usual £35.

I am now forced to pay £190 by 14th April or the fine will increase again. I moved house in the last year and I believe the address on my v5 might not have been updated at the time of the contravention hence why I didn't receive the initial fine notice, but I don't know how I can prove this, and if I can, will this make any difference?

If I have to, I will pay the fine, but £190 is a lot in my current financial situation, so I want to explore any options I have.

What are:

Date of contravention
Date of move
Date DVLA informed of logbook change
Date of last logbook issued

You should pay £190 now as a bailiff visit adds £235. If you make a successful out of time witness statement you get a refund but the PCN will still be live.

Did you also update the address on your driving licence when you moved ? Rather too many people seem to think this also updates the V5C Registration Certificate for their car; it doesn't ! On the other hand you may well have just forgotten about it.

You can check the last date your V5C was updated using the government website for checking if VED has been paid or not: -

If you look at the response, there is a list of Vehicle Details, and at the end of the list is the date that a V5C was last issued.

You might also care to look at your paper V5C and see the name and address that is on it now. If it's different to the address when the contravention occured then that is why the PCN and subsequent enforcement documents were not received. Failure to update the V5C when moving house is the commonest reason for people coming on here saying they have receive a bailiffs letter.
