Bromley Council Code 01 PCN single yellow line Widmore Road

Hi

This is my first time here and any help/advice would be very much appreciated.

I received a PCN for parking on a single yellow line on Widmore Road in Bromley around 17:30.
I parked there for a few minutes to pick up a quick order from a near by shop. I tried to look for the yellow sign showing the restricted times but couldn't find one.
I later discovered that it's a controlled zone which had signs at the entrance of the street, but that wasn't clear to me that it was referring to parking times.

What's your advice on appealing this?

Here is a maps image that I marked up with my parking spot and where the controlled parking signs are positioned


Coming into this road was rush hour traffic, so a very busy junction and road, also raining so I didn't notice the sign at all at the beginning of the road. Both signs are positioned facing traffic direction.

Loading of preordered items is an exemption if bulky/heavy.

In my case it was a food order that I was collecting.

To be honest, I don't think just picking up a takeaway would be accepted by an adjudicator even if pre-ordered, but as SFM says, if it was bulky and/or heavy, you'd be in with a chance at the adjudicators. The council will refuse all reps, of course, as they want your money !!

Please tell us how heavy/bulky, (or photo),  and we can give a view on likelihood of success.

I do agree with you that picking up a food order is not a good enough reason.
It was in a case similar to the ones used by the delivery drivers, insulated to keep the food warm. Size 38x38x32cm

Another angle I was thinking of is from a signage perspective. Is there any likelihood of successfully challenging it by saying that there was no sign by the single yellow line, and that the controlled zone signage at the start of the street wasn't clear enough and easily missed due to how busy the area was at the time?

Well, you can try it, but again, you'll have to risk the full PCN penalty at London Tribunals, because Bromley are very unlikely to give way. For me, you do not have the basis of a robust appeal to take to LT, but wait a bit to see what others say.
