OK, main thing to establish is, are you the owner of the car ? This is because the next enforcement stage is the sending of a postal Notice to Owner to the owner as recorded on the V5C Registration Certificate. If you want to take the matter further and not pay the discount, you have to wait for this to be served. If you're not the owner please tell about who owns the car, is it a lease or hire company for instance ?
The discount option is lost if you wait for the NtO, but when refusing representations against them, most councils re-offer it. The exception is Havering. If you want to take the council to London Tribunals, there is no discount option there at all.
