I parked on a double yellow line for less than a minute. I got a parking ticket which shows I was observed from 9:21 to 9:21am. Don't they have to observe for a minimum amount of time? How can I get out of this?

There is no legally mandated observation time, and with double-yellow lines, (= No Waiting 24x7), no observation time is usually taken before serving a PCN.
