I wish to submit representations against this PCN on the grounds that the contravention did not occur.
No requirement to stop within box junction for stationary vehicles
As can be seen in your video footage, my vehicle enters the box junction in order to turn left out of Ilford Lane. The road I turn into is relatively narrow and has parked vehicles on either side near to the junction such that there is only space for a single line of traffic to pass through. As my vehicle made the turn I saw that there was another vehicle approaching the junction towards me and so I paused to allow that car space to travel through or else I would have blocked its exit from the side road completely. That other vehicle was not stationary and as such no box junction contravention can have occurred as a contravention requires a stop due to stationary vehicles. Notwithstanding this, I also did not have to stop in the box junction (another necessary condition for a contravention to occur) as I could have moved forward and out of the box junction (the video show ample space for me to do so). I only stayed where I did out of courtesy for the car coming towards me.
For these reasons I trust the PCN will therefore be cancelled.
