Bexley Council - Code 01 - Tower Road

Hi fellas, here-with another confusing PCN.

Context: Had to be at the police station (not a suspect lol), and saw some parking spaces. as i drove forward to do a u turn and park on a broken white line spot, a undercover police car parked there in a hurry. i had no choice but to park on this single yellow line right next to it. For which i couldnt find any parking signs for.

i dont drive much, as this is my dads car, but i thought you could pay for the single yellow line space considering the pay by phone sign was less than 10 meteres way. so i tried to pay by phone and saw that the code doesnt exist on their search bar.

i return to a ticket on my dash.

Now, i know its somewhat my fault, and the odds were against me, with the invisible sign (which i only later on found on google street view because it was obstructed by the huge tree AND it was all the way at the end of the street??!!)

Also, i am in receipt of universal credit and have no savings and barely enough for my own living. im afraid, I cant pay this PCN unless i sacrifice my own living. and my father is also struggling.

I just wanted your help to see if 1- is there any grounds? 2- is there a way i can get help or get this cancelled due to my financial situation?

A yellow line is nothing to do with a parking place - a single yellow restricts waiting at certain times either by a timeplate or a controlled zone entry zone as in this case:

You do not have any statutory grounds of appeal but you could submit reps on the grounds of 'compelling reasons' as ask for them to exercise discretion as your reasons go to mitigation only as far as I can see. But only as regards the contravention, hence stamfordman's question. Your, or more importantly your father's(the registered keeper and person liable for the penalty) perspective, their financial situation won't carry any weight at all IMO.

Hi both, thanks for the message.
Reason for the police station was an interview.thats all i can say.

Thanks for letting me know, i thought that sign was for Mayplace road not Tower road. very confusing this parking rules, we cant park anywhere!

A controlled parking zone (CPZ) has entry signs that control all single yellow lines in the zone - the zones can be large.

What was your route to where you parked?

On asking for discretion you may have something on the lines of, I was asked to attend the police station urgently...

Hi, my route was in from Arnsberg way into maylsebury.

What about the financial situation ? cant that be added as a mitigation approach? i can provide whatever they want. will even work for them for free for one day lol

Have a look on Google Maps along your route and see if there is a well positioned controlled zone entry sign you passed - although the only way to be sure is to go back and check.

Ability to pay is not relevant, and it is the registered keeper/owner who is liable. People who can afford to run cars usually have means. For multiple PCNs it is possible to negotiate with councils on the grounds of hardship but this is a single PCN.

Hi yes i found a big controlled zone sign on entrance to the street.

i understand what you mean, but if theres no technical grounds, and your saying my financial siutation doesnt matter - then what did HC Andersen mean by going for a mitigating appeal.

i really dont see myself or my father paying this, will have to borrow

You made an honest mistake; paid for parking where you now know you cannot; please exercise discretion as first PCN*.

Counts for nought. And let's be honest, you're driving a £20k+ car so can't see this having any positive effect, in fact the opposite could be the case IMO.
