Barnet council PCN

We were parked on the double yellow line corner of Rodborough Road, we usually park with our van on the double yellow line for deliveries this was for approx. 3-5 min.

By mistake, we mislaid the notice to the owner so we ended up now with this Charge certificate.

Is there any way we can fight this ticket we were delivering and no notice on the road regarding no Loading.

You need to explain this please, what happened to the pcn? How did you lose the notice to owner?

I called Barnet on the 24th of October to explain the situation and they told me to email it and will respond within 14 days.

so we wrote to them the following:



To whom it may concern,


PCN: AG4357388A, VRN: PO71 MUU


I received Charge Certificate Dated 12th October 2023 with regards the above vehicle.

Just to briefly explain why our respond was delayed till now.

My driver was delivering at that time as he usually does and never gets a PCN as he is only unloading etc.

He was wondering why he did get one, but while he was going away on holidays he messaged one of the other workers to pass on that the PCN was received and need to be challenged, however as the shop and everyone was very busy during our festival month of holidays this was mislaid and only reminded once we received this Charge Certificate, therefore please be considerate and let us challenge this PCN and either cancel it or reset that we should be able to challenge it.

The PCN's whereabouts are a red herring.

The issue is the NTO which was issued to the registered keeper when the penalty was not paid and a successful challenge not made.

So OP, who is the registered keeper and are these details current with DVLA?

If the company, then did they receive a NTO and if so were representations made to the council before the CC was served?
