Hi All,

Any help that can be provided today would be greatly appreciated. I received a charge certificate from Barnet council that is £240! I never received the original or follow up notice though and I am not sure what to do as I'd like to only pay half the price.

Second point, there are a few people insured on the car so I am not sure who was driving, does this factor in any way?

Edit: More info: I contacted my council, and haven't heard anything back from them.

Any advice on what to do next will be greatly appreciated. Should I just accept the charge and pay it off? Please also let me know if you need any more information.

For all Penalty Charge Notices issued by councils and TfL, who was driving is irrelevant, the enforcement process makes the owner of the vehicle responsible.

Is the name and address on the Charge Certificate correct and exactly the same as on your V5C Registration Certificate ?

As per Incandescent, please update your post to include the information we need to be able to assist you properly.

In the short term, don't panic - so long as you are confident that you did not receive the original PCN in the post, then you can ignore the Charge Certificate deadline and await the next document which follows this one (called the "Order for Recovery").  That will include the means to get the process reset back to the (£160) PCN stage.

You mention multiple people being insured on this vehicle - so as well as checking the address as per Incandescent's instruction, can you confirm that you are the vehicle's registered keeper and the Charge Certificate is specifically addressed to you?

The name and address they have provided is correct. I am the registered keeper and the charge certificate has been sent to me directly.

I am well past the expiration date for the charge certificate now, and I have not received an Order for Recovery nor has the charge been registered with the TEC.
Interestingly, when I went to view the charge on the gov website it now says 'PCN and vehicle combination not found. Please try again'.

Any advise? Is there any hope that the council have had a change of heart and scrapped the whole thing?

I very much doubt they've given up on it, they love the money too much. Best to now be proactive and call TEC every 7-10 days after the CC payment period expires. Once they say it has been registered, you can download the form from the TEC website, you don't need the paper Order for Recovery to do so.
