Author Topic: Harrow Council PCN: Stopped where prohibited(on a red route or clearway) Rayners Lane  (Read 9 times)

I would appreciate some advice regarding a Red Route PCN issued by Harrow Council.

Details are as follows:

• Alleged contravention date: 26/01/2026
• PCN issue date: 25/03/2026
• PCN received: 26/03/2026
• The PCN was served by post (no ticket was placed on the vehicle).

This means the notice was issued around 58 days after the alleged contravention. From what I understand, postal PCNs for Red Route contraventions should normally be served within 28 days unless there has been a delay in obtaining keeper details from the DVLA.

For context:
• The vehicle is leased and the lease started in 2024
• I am not the registered keeper — the leasing company is
• My address and details have remained the same since the start of the lease
• I am not certain who was driving the vehicle on the date of the alleged contravention.
• Since then, I have been dropped off on the same Red Route location multiple times (approximately 25–30 occasions), which makes it feel unusual that a PCN has only now been issued.

I would be grateful for views on whether late service could be a strong ground of appeal in this case, and whether anyone has had similar experiences with TfL.
