Barking & Dagenham - 50r No right Turn - Reede Road

I hope everyone is well.
This is a carry over from Pepipoo.
Any advice or guidance would be really appreciated.

Driver was driving northbound on The Heathway (Dagenham). Stopped at the lights at junction of Reede Road. Then when lights were green, concentrated on the busy road to safely turn into Reese Road.

Very soon after entering Reede Road, on the right hand side, is the only entrance to Lidl car park, which is fronted by YBJ.

Driver doesn't recall seeing any "no right turn" signs, and there were none a few months ago. I've been very ill since I got the PCN (not related to it), so I haven't had the chance to go back there to view any  possibly new signage.

Is there any scope for appeal? Any technicality in the PCN?

OP, your reference to two 'turning right' is a little confusing. As I understand it,  the turn from Heathway is not germane to the issue which is that the driver was heading east along Reede Road from its junction with Heathway and turned right into Lidl against a traffic sign, which cannot be seen in the video.
