Good morning,


Not the registered keeper of the car but permission to use.

Living around the corner from  New Union street, which has free parking bays.

Often park in free bays around the Ancoats area. Often leave the car for 7 days in same bay unmoved, but check on vehicle.



Parked car Sunday 27th April, no notice of planned suspension. Did not return to vehicle until, 16th May. Not a normal amount of time, went on holiday etc.

No PCN on window screen when I returned to vehicle.


Photo below from evidence, quality is poor looks like bay was suspended for one day 7th of May 00:00 to 23:59. But cant make this out clearly.

If you're going to fight this, you need authority from the owner to do so. However, such authority does not transfer legal liability for the PCN penalty if the case is lost.

I have permission. Family members car. No issue with liability for cost of fine.

Exactly, this remains with the registered keeper. You can pay in their stead, of course.

If they're happy to do the legwork then you can develop a draft here and give to them to action. Alternatively, get them to prepare a letter of authority for you to act on their behalf.

Latest date for formal reps is 13 July.

Really?? All I can see is markings on the road. GSV doesn't show any traffic sign indicating the the of restriction going back years.

OP, as you live local, is there a traffic sign in this so-called parking place?

If not, what area of the city is it in?

Area of the city is Ancoats. Their is no parking signage just road markings.

I've parked in the spot many times, there is a section of double yellows and then two sections outlined in white of carparking with no restriction.

I've spoken to the registered keeper I will draft the response and they are happy to submit.

Although to be honest the only grounds that I know of are that they have not notified of the suspension to the parking bays with due time. I read online that only the department of transport can suspend parking and that a lot of local councils don't comply with proper guidelines. Although where to check that the council filed correctly to suspend parking.




Their is no parking signage just road markings.

Then there aren't any parking places (see GSV) and therefore these cannot be suspended.

Contravention did not occur.

Is that right?

Adding in some photos of signage, there is one here about controlled zone but I am on the other side of it. Funnily enough google maps updated the images in May and my car is parked in the contravention spot.

I would like to challenge the PCN due to the parking bays on New union street falling outside the civil enforcement area. As such a Temporary Traffic Regulation Order (TTRO) should have been issued to suspend the parking bay...

EDIT* Can see most of the UK falls within a CEA hahah So not my eureka moment.
