This has nothing to do with moving traffic enforcement, IMO that ship has sailed. It's a civil matter of contract law between the OP as hirer and Enterprise.

But OP, whether you or Enterprise litigate is unclear.

Have they taken the sums from you or not?

If not, then litigation is in their hands..unless they've affected your credit rating..

Before we get into litigation, have you asked Enterprise for copies of the PCNs that they received and paid?

And whether or not they submitted any representation/query/email/letter of response to Islington?

While I understand the desire to gather info on the PCN process, OP will you pl deal with where you are now.

Have they taken money from your account, if so how much?

Have they invoiced you, if so for how much?

Just to add that Islington council replied to my request for information about delayed charges.
