Bailiff - Notice of Enforcement TfL ULEZ x 2

Hi,

Appreciate any assistance/advice with this one. I hope there is a way to reduce the heavy charges. I was travelling in and out of London late 2023 and early 2024 and i am fairly forgetful so this particular Saturday/Sunday I'm being charged for may have not been covered.

I don't recall receiving any comms from TFL about this although I am sure they have history if they have and now have received 2x Notice of enforcement letters from CDER Group both individually stating i owe £354 (£279 debt + £75 compliance stage fee). These 2 letters are date issued 21/03/2025 asking me to pay by 6am 27/03/2025 which doesn't seem like a fair amount of time. of course this time has lapsed.









I didn't have these letters in my hand until late last night as I have been out the house due to a girl I know who broke her leg Saturday and I have been staying at her house caring for her, cooking, taking her into hospital, walking her dog etc.

Am I screwed at this point? Should I be expecting bailiffs or will they send another letter (and probably add on another £75)?
It just seems such an extreme amount across a weekend in London. This CDER Group are claiming in total I owe them £708 which is massive chunk

I'd like to avoid having to shell out a substantial amount of money. Please advise/assist

Personally, I would suggest that you call the enforcement company so that you can hopefully set up a payment arrangement. If you don't you will almost certainly have a personal visit to your home where it is likely that the car will be clamped. A visit fee of £235 will be charged and a possible additional sum of £110 if the vehicle is immobilised.

Once you have a payment arrangement set up, you can then try to ascertain the reason WHY you had not received any of the notices from Tfl. Only then can you determine whether or not to file an Out of Time Statutory Declaration.

Viewing the attachments that you had included, I notice from the public DVLA site that the last Log Book for your vehicle was issued on 22nd November 2023.One of the contraventions was on 21st October 2023 and almost certainly, all notices would been sent to your previous address for this PCN.

The 2nd contravention was in 2024 and therefore, you should have received all notices for that PCN.

It would therefore appear that you could possibly submit an Out of Time Stat Dec for the 1st PCN (with the October 21st contravention).

When did you actually move from your previous address (roughly)?

Thanks for replying

They are both October 2023, 21st & 22nd from the same weekend.

I left my previous place around the start of May but then I bounced around a couple of friends until settling where I am now which would've been around October 2023. Looking through my messages with the guy I live with it was maybe a week before this happened

Regarding the OOT stat dec if I am to pay the enforcement company, could i claim back from Tfl at a later date? Surely the bailiffs will chase me quicker than Tfl would look to reduce any charge?

Enforcement company have been paid. One of the fines was in transfer to be escalated to bailiff visit stage but that has been stopped as I've paid.

Thank you for the advice Bailiff Advice.

I have since found out I can claim back if successful. It would be great to have some direction in regards to this, what forms, what information do I need to provide to achieve this.
