Hi all, I received an £80 fine in Regent’s Park for “not displaying on the window,” even though I had paid for parking. I am facing an £80 fine even though I paid the parking fee. I would appreciate your help on this matter. How can I submit an appeal?

Thank you for your reply. Interestingly, I can’t find the correct place to upload or post the image here. Regarding the parking charge, the notice number is RK20424294, and it states: “not displaying a valid ticket".
or can you help me how to send it to you or upload it? I am quite new on this website.

This is a statutory charge rather than a private parking charge so I have moved this post to the Civil penalty charge notices (Councils, TFL and so on) forum.

Sometimes the information required to assist with statutory notices is different to what we need on the private forum.

Yeah thats the another issue. I cant access it. I will call them but is there any other alternative way to appeal?

As I understand it, ECNs like this come under the criminal law, which means if you don't pay, they can prosecute you in the courts. You can see the regulatioins at the top of the ECN. From a quick look, it seems the basic regs are at the top. The amendment regulations basically increase the parking charges and the excess charge, because there is no other mechanism to increase them.


IMO, just contact them by phone, explain your situation in as much as their online 'appeals' function isn't working and ask what you should do. I wouldn't discuss your detail because usually challenges cannot be made over the phone, whether ECN or PCN.

As it stands, you have posted a ticket with your VRM which was valid at the time ECN was issued.
But the issue isn't whether you had one, it's whether it was displayed as required.

Do you have any photos showing it in situ at the time?
Do they have photos showing the contrary, you might ask them?

What's on the back of the ECN?

Thank you for your responses.

I have tried calling several times today, but no one has answered. There is also an automated message stating that appeals cannot be made by phone. At this point, I am unable to access the website to either pay the fine or submit an appeal, and I also cannot reach anyone by phone to ask for guidance. It is extremely frustrating.

As a test, I tried the automated phone payment system, and it did recognise my ECN number (which website cant find it) and proceeded to the payment stage. I did not make the payment — I only checked to confirm whether the system could locate the fine.

To be honest, I am not sure what else I can do at this stage.

Post the back of the ECN on here so we can take a look?
