A102 Blackwell Tunnel

Driver didn't know there was a charge and there is account for the vehicle for Dartford crossing which thought was the same.

Is there a leg to stand on?

I think you'll find cp8759 is very busy so why not ask others too ?

To be frank, I see nothing to stand on in relation to the contravention itself; the driver was clearly mistaken thinking the Dartfords crossing account included the Blackwall tunnel. The two crossings are operated by completely different organisations.

Others here more experienced with TfL PCNs and their content may see some evidence of maladministration in not puting all the mandatory information required on a Road User Charge (London) PCN. Of course you can go and look at this yourself too, by entering the relevant regulation onto an internet search like I have just done here: -

Yes, but it may not be in the PCN, it could be their website for paying or submitting representations, but it's not an area I'm familiar with. If nobody comes back in the next few days, I would consider paying the discount.

TFL has stopped offering general discretion on the tunnel charges but no ask no get.

Also the tolls are missing from this:
