Adys Road Junction Amott Road

They've suddenly put up a restriction on motor vehicles on a road I've been driving down for years, I didn't see the sign and a camera caught me driving down it.

I have a photograph showing the sign had been covered by a bin bag, could someone help me construct an appeal on this basis?

Attached is the PCN letter and the photo of the sign covered.

I should also note that in the photo evidence (attached), the sign is not facing the camera and does not disprove that the sign was covered at the time of the contravention.
