Looks like it.
So OP, you were parked across the dropped kerbs with the wobbly paving stones, and just so you don't miss them, the council or somebody has painted the dropped kerb white. The contravention would therefore seem to be made out.

There may be a technical appeal argument based on the council management of the enforcement process and maybe PCN content, although the PCN looks OK to me. SO wait for others to comment but don't miss any deadlines on the PCN that may restrict your payment or appeal options.

Currently there are road works, the council allowed parking on single yellow lines, but in my case the warden decided that its near a footway that is closed...
What leads you to believe that the single yellow lines have been suspended? Is there a notice somewhere?

The evidence photos show  a single yellow line on the carriageway in front of your car and it extends round the corner behind your car. So it runs, uninterrupted, past the lowered kerb and the tactile paving.

Is it your position that you were misled into believing you could park there as the single yellow line was there and had been suspended?
