I'm posting about a PCN from Hounslow council I received on 3rd April for driving in a pedestrian zone (one of those zones which are restricted in the morning and afternoon during school hours).
PCN number: NJ39866254
Registration: M333THU
Date of offence 21/3/24. Date of notice 3/4/24.
The area is question is the junction between Linkfield road and Kendall Road. It's restricted in the morning and afternoon (2:45 - 3:45pm) and I'm alleged to have driven there at 3:35pm.

When I go online (hounslow.tarantoportal.com) and enter my PCN number and registration, it says there is no video recording of the offence. There is no map location either
My query is
1. can this be used as a grounds to challenge the PCN, if there is no video evidence? Or can I request for the video evidence again?
2. This is my mum's car, I was driving it (I'm insured on it obviously) and the PCN is addressed to my mum, do I need to do anything about that?
In full honesty, I actually have no recollection of driving through this road at all, I was definitely in the area around that time but I don't remember driving through this road, if the camera got me I guess I did. I remember getting to a pedestrian zone, seeing I was about to enter it during the controlled hours and turning around before I actually entered it sometime a couple of weeks ago but I don't remember if it was on the day of the offence or not, it might not have been.
I've attached the PCN, please let me know if there's anything else which would be useful. If I have to pay it it's not the end of the world but still, I figured it was worth just trying to ask to see if anyone could help. Thanks again for everyone's help
