Evening all,

I came here after searching for the old famous site!

Anyway, I came home from working away to be presented with a ‘Charge Certificate’ in my letterbox. This was from an alleged non-compliance of prohibition on certain types of vehicle.’

Lime Street Southbound, Liverpool was the location on 20th Sept. I didn’t actually know this area had been altered to this prohibition after years of using it previously, albeit not recent.

Most interesting though is the fact this letter was the absolute first I’d learnt of my wrongdoing as contrary to what the letter states, I didn’t receive anything prior to ignore… not a PCN, nor a NtO etc.

Now my frustration is that I’m seemingly about to be significantly more out of pocket due to their admin error (as I imagine the first fine of £70 would be £35 if paid early).

What I don’t want is any bailiff, CCJ action - I’m months away from a mortgage renewal and that wouldn’t be a favourable situation  :-\

I have attached some of the evidence (that I had to search for myself as it wasn’t presented to me) and just wonder what the professionals think should be my next step!

No CCJs from parking enforcement!

That said, there is a guide here to the process of obtaining a reset following the issue of a Charge Certificate.
You need the experts here to confirm you have pikhed the right guide (it depends on the legislation under which the PCN was issued)

Next, is the name & address on your V5C correct in every particular? Is the car leased?

Then, keep an eye on the online status of the PCN

Yeah, all the particulars are correct in terms of name/address… but no, the car is not leased.

It should let you pay (DON'T) until 24th.Nov. (deemed served 11th.).
If the status gives a list of dates, please take a screenshot and post here.

I hope the experts here will comment on the discrepancy in the CC between "the following parking contravention" and the alleged contravention which is moving traffic. Also I cannot see the relevant Legislation identified. EDIT - found it - bottom of page 3 of CC. Was there a page 4?

Hi John, no there was no page 4 (the reverse of page 3 is blank).

When it comes to the payment part, there is no option as it instead shows this:



This leads me to believe it’s already left Liverpool City Council’s hands and been passed up the chain for TEC collection.

I’m under the impression I may need to wait for the next letter before I’m allowed to make a witness plea, aka… where’s my original PCN!? 😂

I work away midweek down South (RAF), and so the letters going to my Liverpool home (empty) are very inconvenient 😂


So, 14 days after you received the CC,they can register the debt with the Traffic Enforcement Centre, (TEC) and send you an Order for Recovery. This adds £10 to the CC amount. At this stage you can submit a Witness Statement that you didn't receive the Notice to Owner. TEC will then cancel the OfR and the CC and you are back to the NtO stage, at which point you can pay or submit representations. Simple !  Except not quite, because the Order for Recovery paperr document may go astray like it has with the PCN.

So DO NOT PAY the amount on the CC, but after the 14 days for its payment expires you need to become proactive and contact TEC every week to find out if the PCN has been registered as a debt. Once TEC say it has, then you can download the Witness Statement form (TE9) from the TEC website, fill it in, and send it off.

When filling it in, you are not the Applicant; that is Liverpool City Council. You are the Witness, (obviously !).

Hello all .I have the same problem as PC 151 I turned into Lime St. from ,London Road on 4 December 2024 ,the sign said 'no cars except bus and taxi and access ' I had to go to the Liner Hotel ,Lord Nelson St. which may count as access ? I only drove 100 yds down Lime St. before turning left to the hotel . I have heard nothing from LCC and it's now 7 weeks. What i dread is the PCN having gone astray and I get charged extra fees . Any comments greatly appreciated .

Sorry I forgot to post the outcome in here actually! 🤦‍♂️

After much chasing (because every time I spoke to the TEC they still weren’t in receipt of the information from LCC), I ended up back on the phone to LCC who then took a few mins before confirming that mine, along with many many others, were actually cancelled due to system errors causing skipping of the first step and going straight to the Charge Certificate stage!

I reckon it may be the same for you…!?
