Hello.

This case is very similar to another one you dealt with which was posted on 15/06/2024 and titled: London borough of Havering - 31J PCN entering and stopping in box junction - PCN - Main Road/Upper Brentwood Road.

My contravention happened on 06/05/2025 and the notice was issued on 30/05/2025 which I received on 03/06/2025.

I accept I was in violation of this offence (even though I would've been stuck there forever in rush hour traffic due to traffic from the left coming into my lane) however your response to the previous driver got them off the hook for other reasons (the bulleted ground was invalid). It seems this may still be the case but would be grateful for your advice.

Therefore should I challenge this?

Technically speaking, the video starts with your vehicle already inside the box. The wording of the regulations is framed around any part of the vehicle being within the box junction and your wheels are touching it so the front of your car is definitely within it.  You could therefore potentially argue that the video doesn't capture the moment you entered, when there may well have been clear space on the other side.

That's just an initial reaction to kick things off, will look in more detail later.

I looked at the video, and it shows the OPs car outside the box, and only moving forward when a vehicle drives into the YBJ from the left. The OP then immediately drives into the box and is forced to stop in it, because the vehicle that drove out of the side road stopped immediately on the other side of the box. I have to say, I see no credible appeal argument, sorry to have to say it.

Self-inflicted contravention - if you'd been moving across the box and got cut-up it would have been different. I don't agree you were already in the box as you'd stopped at the edge.

Only hope - message member Hippocrates an see if he has anything on PCN/website issues.


Agree it's probably grasping at straws, but the front tyres are resting on the edge of the box so the bonnet will be already within it as the video starts.

But if the situation was reversed we'd be incensed if someone was punished for that level of incursion so probably not one to use as an argument!

Thanks all. I already accepted I was guilty of the offence. I was just looking to see if I could get off in the same way the previous guy did. I have messaged Hippocrates but heard nothing. Thanks again for your time.
