The photo shows you driving over road markings that say "BUS LANE".  Tell us more about why you may have a defence to the PCN?

Hi,

I spoke to my Father (registered disabled), he did not see any sign at junction.  He was also unfamiliar with the area and any restrictions.

The video does not show your father passing a sign. GSV is totally out-of-date here, the photos show the car approaching a bridge, which can only be this one where the construction is taking place: -

So really, we need to see the location from photos you will have to take to see if signs are in place or not. If they aren't then an appeal would succeed. Even if they are, if no advance sign is in place, then again, an appeal could succeed, but would have less chance of success.

@fox10 as Incandescent says, with nothing useful on the video and GSV being out of date, the only way to give proper advice is if you an go back and check, and also get some photos of any signage (or lack thereof).

The signs look comprehensive. Are there any mitigating circumstances available, especially anything unrelated to the contravention?

Thanks, I have spoken to my Father and he said that the only mitigating circumstances was that he is very elderly and the area was totally unfamiliar but I guess they don't consider that most of the time.

All you can do at this stage is submit reps on the basis that the signs got missed as your father was unfamiliar with the area. You should get the discount re-offered as a minimum.
There may be a technical defence, but I'm not familiar with these for London bus lane PCNs.

No, drivers are expected to be fully aware of what is around them including observing road signs regardless of age.
Bus driving since 1973. My advice, if you have a PSV licence, destroy it when you get to 65 or you'll be forever in demand.
