So it's your position that you informed Motability of your new address in November 2023 or shortly thereafter and in any event that was before the dates of the three alleged contraventions?
It certainly helps your case if you have evidence to show that you informed Motability promptly of your change of address. That would mean that Motability failed to update the fleet record with the DVLA.
How did you check your details with Motability? And might it be that you informed Motability of your new address after March 2024? When exactly did you inform Motability of the change of address, you would have received an email acknowledgement.

OK, but
all the statutory documents which are sent out for the three PCNs failed to arrive at your address, (PCN, Charge Certificate and Order for Recovery), a total of 9 in all. So for me, that indicates a problem with your address. You really do need to find out from Motobility what address they held for you and which was on their V5s for the car, when the contraventions occurred. If you can show you acted promptly when moving house, then you are much more likely to succeed with a Statutory Declaration, because they will be Out-of-Time, so subject to challenge by the council.
