I visited the spot again and there are no bay suspension signs on the opposite side of the road. There's just a no loading plaque with a time but no yellow signs like on the opposite side.

So it seems they don't need to place the suspension sign on the opposite side because there is already a permanant No Waiting and No Loading restriction in place.

Another point to make is that the PCN doesn't describe the contravention properly, in that it was issued for you parking against a waiting restriction, but you were engaged in loading, and the suspension sign is for both a waiting and loading restriction, and this really should be on the PCN.

At the moment, the main argument against the restriction, which is based on a Temporary Traffic Regulation Order,  is that it has not been correctly signed, but I'm not an expert on that. The main question has to be - is there actually a TTRO in existence ? And also, does the TTRO ban loading ?

I'll wait to hear from someone on here about the other points you made regarding the TTRO.
