Hi all,

I received a PCN for parking in a permit holders' bay (Code 12r). The loading/unloading bay was occupied, so I parked in the next available space and left my car for 15 minutes while dropping off an item to a friend. I’m usually more vigilant with parking, however I got complacent as it was after 6:30 PM on a Sunday and thought, what’s the worst that could happen? Unfortunately, I now have my answer!

I understand that appealing may be difficult in this case, but since this is my first council-issued PCN (having successfully appealed private ones in the past), I thought I’d check if there are any potential grounds for appeal.

Any advice would be greatly appreciated.

Please post a GSV link to the location where you parked telling us exactly where you parked.

So the GSV view clearly shows the two bays, which makes me read your narrative as "As it was Sunday after 18.30, I  thought I'd chance my arm and hope no CEOs came along. " Correct ? London councils get so much money from parking penalties they patrol the streets 24x7 and indeed, the money really does roll in !

Looking in GSV at the loading bay, there is no sign for it in 2023, one has to go back to July 2022 to see one. GSV has a later 2022 view with the sign gone.

I therefore suggest that you submit reps based on there being no sign for the loading bay, so you assumed loading was permitted in the whole bay and parked accordingly. However, wait a bit to see what the others say, as I might not be right with this argument.
