Morrisons car park alleged overstay

The vehicle in question was parked in Morrisons car park. The vehicle is a Motability vehicle. The driver of the vehicle has a blue badge. The vehicle was parked whilst the blue badge was displayed and shopping for food etc was being carried. The keeper has mobility issues and the allegation is that they overstayed by 40 minutes bearing in mind there is a cafe to provide refreshments and was used to take a necessary break.
The PCN issued by Euro car parks is addressed to an unknown named keeper as there is a collection of numbers only. This is followed by the address.
There are two forward facing photographs of the vehicle one states entry time and one exit time. One assumes their ANPR does not take rear exit photos.
The PCN does state customers with a valid receipt to refer to their appeals process since the purchase took place over 10 days ago this is difficult to locate.
I have advised first point of contact is Manager of Morrisons. Also to provide better quality photos of PCN front and rear and signage at the car park. I will post up what has been sent to me thus far for appropriate advice.

They often cancel if you ask them. There are many documented cases on this forum when this happens.
If not, as @InterCity125 posted, your earlier post does not work.

I will retry with the images there is no registered keeper named on the notice. Just as stated just a series of numbers and the RK address. There is no notice to hirer. The blue badge holder does not have the V5c so on that basis they would be the RK. Thanks for e mail enquiry for Morrisons.

I have double checked on the signs which have been posted on the Morrisons website and car parking is for 2.5 hours. If you are a blue badge holder and require some additional time then you can register in store which driver completely forgot to do.

In order to assist the driver in this instance I am looking for opinions on the following pending any outcome from Morrisons web form.
Appeal to ECP stating that I am neither the RK mobility receiver or driver outlining the circumstances and the overstay which would include an appeal under the EA.
As there is no RK named on the PCN ultimately they surely cannot issue a claim against an address only.
Once they have obtained any details from the DVLA they cannot go back to them for any additional details they may or may not hold on the vehicle.
If an appeal is sent to ECP stating the vehicle was used by the holder of a BB can they contact Motability and ask for the name of the person awarded PIP and is the recipient of the said vehicle. Would this open then up to GDPR rules on disclosure of details.
The 14 day reduced period of payment of the PCN is a bit of a joke given when the notice was received.

I have contacted Morrisons via their web firm automated response and they will reply with their outcome within 2-3 days. Will sit tight until then.

Just had a reply from Morrisons via email they state they will cancel PCN. Don’t know how long it will take for it to be updated on their pay/appeal portal. Result thanks for the link to customer services.

Good, that’s why I posted it, it has generally good results reported on this forum.

If more people searched the forum first, perhaps they would also benefit from the information it contains.

Motability have some sort of system with DVLA, so the RK is the PIP recipient, but Motability hold the digital documents/info from DVLA to deal with the admin side of things (like tax).

From memory, the RK is listed down as two fields:
Code: [Select]
Identifier
RK Name
Address
Postcode

So it may well be that ECPs systems have just taken the first "identifier" field, rather than the RKs name.

That in itself is quite interesting, as although the identifier is unique to the RK, the RK probably doesn't know that number is them...
