The fine won't go up if you lose (although the council do need to pay a fee for adjudication, so there's a little win there) and of course if you win, you pay nothing. Logged

As far as my experience goes the council will usually honour the discounted amount even after the deadline (maybe because it costs them money to send a representative). Logged
