The PDF is a rejection? They mention the appeal has been rejected and on their website it says discount period has been reset due to rejection Logged

If you appeal promptly the penalty stays at £80 even if you lose, so there's nothing to be lost in carrying on. I'll drop you a PM in case you'd like me to represent you.
