Hi, in January I received a PCN from West Northants Council for parking without a valid ticket in on-street car parking.
I am a blue badge holder, and at the time I was attending an emergency medical appointment due to my disability, the council initially refused to overturn the charge, and later said they would consider the case afresh once they get round to sending an NTO, so time passed and I received no NTO and assumed that was the end of it.
Until today after my car was clamped, I've had the debt collecting agency unclamp it given that I am a blue badge holder.
Whats happened is the DVLA appear to have mis input my address into their system which I've never realised because I had always received post at my address for the car, logbook tax reminders etc. And for whatever reason this incident is the exception.
I have submitted a TE9 and TE7 but I dont know what argument to make in terms of having the original charge thrown out. I understand I should have displayed my disabled badge, but it was an emergency medical appointment and in the sheer stress of the situation it completely slipped my mind. Is there any specific wording I can use?
