London H&F PCN in CPZ S (O1 restricted street)

I got caught in H&F yesterday Sunday midday when parking on single yellow line.

Not a football match day, no particular signage in the vicinity showing extra restriction for the single yellow line.
I was driving westbound on Fulham Rd towards Fulham Broadway, turned into Waterford Rd and parked right at the top of Waterford Rd near the intersection with Fulham Rd, on the left side on the single yellow line (where the lady on the phone is pictured standing)
I was surprised to get a PCN on a Sunday at 1pm (having parked there a couple of times in the past with no issue). The PCN says O1 restricted street during prescribed hours.

I think I'm toast but I still would like a second opinion from this board.

So I was in the middle of H&F CPZ S. AI tells me that H&F introduced Any day 8:30am–10pm control of single yellow lines in Zone S from 17 September 2025. Which means that, unless counter-indicated otherwise, any single yellow line within CPZ S is restricted during the prescribed hours=any day (including Sunday) 8:30am to 10pm (which also explains why prior to September 2025 I had no issue parking there on Sunday).
So I guess I was clearly in the wrong (and the O1 restricted street contravention is correct).

Now my question is: is it worth it to make a representation stating that, given the Any day single yellow line restriction is still fairly unusual for London on Sunday, the council should have put up more explicit repeat signages closer to the single yellow lines ?
I take it that everything has been done by the book, because at the entrance of CPZ S on Fulham Rd coming from the east (in my case) there is indeed a sign announcing CPZ S with the prescribed hours. But the sign is pretty far from where I parked, and it was very unlikely that I would notice and remember a CPZ sign (with unusually restrictive prescribed hours) some 400m before.

I don't hold much hope (actually none at all) to get this PCN reversed because the council wants the money, otherwise they would have just painted double yellow lines everywhere in CPZ S replacing all single yellow lines, to convey to motorists, clearly and without ambiguity, that no one (maybe except CPZ S residents) is welcome to park on the street for free at any time (the non prescribed hours of 10pm-8:30am next day being practically meaningless to most visitors).

Controlled parking zones must have clear entry signs and the zones shouldn't be too large:

Research has shown that it is unrealistic to expect drivers to remember the times of operation of the zone when they come to park a considerable distance after passing a zone entry sign.

But you knew you were in a CPZ and didn't check if it had changed as we should all do with any restriction.

The clue you had there is the resident bay times which match the CPZ times.

Why did you park there?

usually [in this part of London] the main roads have their own stopping/parking rules (single ou double red, bus lane, local yellow/white sign, etc...), and at the entrance to the side streets there are usually CPZ signs to announce or remind the CPZ hours.
So I parked right there because I saw no CPZ sign, no local yellow sign specifying any specific single yellow line rule (and I did so in the past with no issue)

agree with you in theory, but in practice any rule/restriction could be changed anytime, so in theory before each trip would you spend [1 hour] re-reading all the specific rules and restrictions for all councils/boroughs that you might be stopping in, just to make sure they haven't been changed recently ? Yes I've been complacent, I parked there in the past with no issue so relied on experience which I shouldn't, and to my knowledge (maybe not for long) the general rule for London (including in the busy central councils like RBKC Westminster Camden) still seems to be that single yellows are free to park on Sundays + at night (otherwise maybe replace them with double yellows!)

this is often the case yes, but it's far from being universal [in London]. In RBKC, in the vicinity of most busy/touristy areas like Ken High St, South Ken, Kings Rd, Knightbridge, etc... the resident bay times are very restrictive (resident parking only Mon-Sat and most of Sunday) while the single yellows are less restrictive (definitely free to park on Sunday and sometimes part of Saturday). In Westminster most resident bays are controlled at all times, while single yellows are usually free to park Mon-Sat after 6:30pm and Sunday at all times. So you can hardly generalize that the resident bays controlled hours are always strictly identical or even correlated with the single yellow line controlled hours.

The basic problem to overcome is that the CPZ entry signs are clear, so an appeal at London Tribunals would be a gamble in my opinion, unless Hippocrates comes up with a 'technical' appeal unrelated to the actual alleged contravention. The council will refuse all reps as they always do; they want the money.

yes I thought exactly that too, said so in my OP. I was just posting to see if there's something I might have missed, but I am pretty resigned to paying the fine now. AI has pretty much explained to me in detail why there's no hope, and sadly I don't believe it is hallucinating in this case.

It's a bit bonkers that today on non match-day Sunday it's much less easy to drive to this part of Fulham & park (for free) for shopping or hospitality, while it's still possible to do so (if you arrive early enough before the crowd) in most of the touristy areas of Kensington & Westminster (modulo the cc charge) & Camden.
