Hello, I'd like some advice and to find out if it's worth appealing blackwall tunnel charge, frustratingly, I completely forgot to pay it in time but I have nutrient deficiencies at the moment and I suffer with my memory so I'm wondering if it's worth appealing on that basis and what evidence they'll likely need? Also I understand if I appeal and it's declined, I'll need to pay the full charge, is that right? Many thanks!
