Correct. This is unique to the London Local Authorities Act 1996.

Sorry, I was not clear. At the moment, I have only submitted the informal challenge. So now it’s at formal challenge / second stage. So options are pay or wait for enforcement notice and right for formal representation.
Please keep us posted at each stage.

I have only submitted the informal challenge and that was their response to the informal challenge (first stage) where I just said the one line suggested.
